He has taught economics at the universities of Trento, Turin, and Bocconi in Milan. He has extensively held the position of President of the latter.
From 1995 to 1999 he has been European Commissioner for the Internal Market, Services and Financial and Fiscal Integration.
He is the author of numerous scientific publications, especially on themes of monetary and financial economics.
In November 2011, he was appointed Senator for Life and immediately after took up the position of President of the Council.
