He did his studies in Theology and Social Doctrine of the Church in Germany and in France.
Before being installed as Archbishop of München-Freising, he has been auxiliary Bishop of Paderborn and later Bishop of Trier, which is the oldest German diocese.
Since 1999 he is the president of the Commission for Justice and Peace of the German Episcopal Conference.
He was made cardinal by Pope Benedict XVI in November 2010, and was appointed as member of the Pontifical Council for Justice and Peace.
